I would even dispute that it is safer. When this is all a driver knows, not only do they never learn to overtake, they never learn how to be overtaken. Especially because it so rarely happens they almost always turn in on the overtaking driver, even when the corner is lost. Even if they know you are there they will often do the same deliberately because they know once they have been passed they don't have a chance of finding a way back. I'd say 80 or 90% of our accidents happen in this way.
