Why dont they run circuits in both directions?

Wondered this for a while, any clues?

Why circuits dont run in both directions? IE one weekend clockwise the other anti clock?

I know you would have to alter / replace barriers, pit entrys etc and lights, but for a small cost (over the cost of a new track) you could 'double' the circuits?
