You couldn't really do a general purpose program as the variables are too wide ranging and the measurements too imprecise (there's a massive range of measurements between wet, damp and dry for instance).
However, given enough historical data, you could write a program that gave an average or a pressure range that works for your "description" of the prevailing conditions. Within the data you would have to have a measure of how successful the chosen pressures were. For instance, it could be a simple 1-10 rating based on your feeling, or perhaps the time difference from fastest lap in that session to your own fastest lap.
