if you need more information then search for distance selling regulations and you can read it and draw your own conclusions as to whether the trader is legally allowed to charge the handling charge.

I'd advise to have a good read of it, if nothing else it will make you more aware of your rights and time frames you have to abide by when cancelling an order.
