There is a thread further down about this subject - just look for a heading starting "It's a joke".
There is also an article in the current karting magazine where Nigel Edwards is interviewed and he comments on this.
The basic idea seems to be to remove the requirement to give points for some incidents but have instant penaltuies e.g. black flag or place/time penalty.
At club level I would imagine the CoC might be reluctant to penalise a driver for a relatively minor offence if it also required points.
