Your question would probably best be addressed to Rotax as i doubt if anyone on this forum will know the answer - may be able to specdulate though.

Why do you use the term `UK Rotax engine monopoly'? All of the MSA single engine classes are an engine monopoly.

Allowing more engine builders would indicate that there is no monopoly on servicing.
