If it was as wet as it sounds 18 psi is far too low...I would normally aim to use about 23-25 psi. Also if the tyres had not been used since you bought them in January, storage temperatures can have an effect on the grip the tyres produce. I have experienced this with the wets, having stored them In a rather cold garage for a long period of time they appear to harden which will shall mean they will produce little grip...although they should get more grippy after they begin to pick up heat again.
