I'm not sure there are these `talent spottors' around. There are enough drivers with financial backing (mostly from parents) to fill any slots so there is probably very little need for them to invest in the future drivers.
The kart chassis manugacturers tend to have driver programmes which offer varying degrees of financial support but they are most likely to spot drivers doing the series that get the publicity and that is going to be FKS or S1.
It is different in sports like football and rugby where there are far more clubs competing to find new talent.
