The blue book and club regs should have the information you need but have you spoken with the clerk of course about this?
At most clubs the marshalls are `flag marshalls' and their main job is to ensure warning flags are shown as and when necessary.
They do also look at the racing but will not spot every incident as they are keeping their eyes on their section of track.
Karting is officially a `non contact' sport but with karts racing so close and withour the benefit of brake-lights there is bound to be some contact. When this is spotted and reported it is up to the CoC to decide if it was just a racing incident and if some penalty needs to be awarded.
If you discuss your concerns with the CoC you may be able to help your club improve driving standards.
