You only need the MSA Kart training Pack if you want to take your ARKs test for a licence to race under MSA rules (usually this is for owner drivers).
You can be an owner driver and race in non-MSA races without passing your test as the track will assess your ability.
For hire karts and arrive/drive you will not need an MSA licence.
