If the race leader was involved in the red flag incident then rule 7.10.2 says they may only restrat if the CoC together with the chief scrutineer is satisfied the kart is safe to continue. it also states that any kart that leaves the circuit during the stoppage it will not be permitted to restart.
However, it also states that if it becomes necessary to remove all karts from the track then repairs may be made and all karts that started in the original race can restart in the original grid positions.
With tag engines there is no obvious reason why the track would have to be cleared although for DD classes it probably would be as the start is on an uphill slope.
Obviously, without being there it is not possible to comment but if no one protested at the time then we have to take it that everyone agreed it was the correct decision.
