E the T - This is something that is very wrong with (most generally) clerking at the moment. The only issues a clerk should be dealing with are those reported by their own officials/observers and/or those with a formally constructed protest. This "earbending" by over-zealous dads should not be allowed to happen.
Generally - the PG Licence is a bad idea poorly executed. One licence covers multiple minors; one licence can be attributed to multiple adults; the person whose name is on the licence is the person ultimately responsible for the actions of the person using their licence. The system is wide open to abuse.
How many family members do you have? Or close friends or team bosses etc etc? Just get a licence for one of those, sign your child on using their licence, and behave as you wish. Once that licence is suspended, get your next family member a licence and do the same.
The only way these "rogue" parents etc can be brought into check is, unfortunately, by suspending the licence of the child. Anything else will always be ineffectual.
