A lot of it is to do with insurance. In France you pay for mandatory insurance annually with your licence. In the UK the insurance is paid with your race entry.

Thus a French licence holder racing in the UK is effectively insured twice for each event but a UK licence holder in France would not be insured at all.

It's also worth noting that the total cost of licences for an 11 to 13 to race in France is about Ł400 as you need to pay contributions to each level of bureacracy.
