Yes, the ABkC agrees the need, but lobbied hard to get the cost down from the initial level the MSA proposed. It gives the MSA a contractual agreement with the entrant, and means the National Court can haul in the entrant without necessarily bringing in the child. The National Court requested the change after too often having to have a row of QCs opposite a child playing with its toys, whilst quizzing the guardian. We are requesting that next year the photo does go on the card so the comp secs can easily identify if it is the person who applied for the licence or otherwise needs the parental consent letter. That had been our expectation this year.
