When you are at home you are not under the MSA rules so of course you may clean tyres any way you like. You can store them in a warm airing cupboard or in a cold garage - free choice.
If you are careful using a heat gun then the safety issue is minor but I have seen the waste rubber get hot enough to catch light and even a case wherea waste bin with oily paper was caught light because the rubber did catch light and fell into the waste bin that had been positioned under the wheel being cleaned. Not everyone does take care!
