It was looked at, but because the class is 11 to 16 it couldn't be mandated on an intermediate chassis. Same with Jr TKM.

There was a lot of work went into the study of junior racers size ranges around that time in the uk. Spawned by some concerns from the FIA over junior accidents and their consequences.
