What you are saying is correct, but you don't want the stigma as a 'forever novice'. Once you have 5 signatures on your upgrade card they class this a a national B so the next time you fill out the race entry form and if you feel ready to take the plunge don't check the novice box, then upgrade at the year end.
For your national A you need 3 signatures from 3 different circuits.
