You can race in cadets until the December of the year you are 13 so it sounds as if youi have at least a couple of years available.
Height need not stop you moving to a junios class (minimax or junior tkm) as you can fit pedal extensions but the karts are faster and heavier and so more physically demanding - depends on your fitness and strength.
The possible problem with cadets would be weight but even that is not too much of an issue when you are starting out as you will get faster as your driving and kart set-up improves.
If you buy a decent used honda cadet you can use it to learn and move up once you have some experience without losing too much on the kart.
