I sort of see that you are coming from a motorcycling back ground (don't they have just a min bike limit in motogp). So there is a trade off between being small (and in theory weak) and big (and in theory strong). Sort of a Rossi (big) vs Pedrosa (small).

However karts aren't hard to drive. The issue is always going to be that you then have unequal equipment (different weighted karts with the same power).

To take your idea in a different way what about adding a weight part to the age classification. i.e. if you are over a certain weight you must move up to the next class. I think that would a nice addition.

However I do not accept that 8 years old have any handicap over 13 year olds in terms of ability. Its all experience. You see that evident when you realise the 8 year olds who are doing well are the ones who have been testing for 2 years before they started racing or come from history of karting to draw experience from. I guess Jonny Edgar would fall into that category.
