It was quickly changed at the end of September so only the driver is weighed without "non mandatory safety items". Kart and Driver combination should be weighed as they come off the track. See :

It would be somewhat perverse to penalise drivers for wearing rib protectors by removing them before the kart/driver combination is weighed. The intention was to stop underweight drivers wearing weighted rib protectors, not stop drivers wearing rib protectors, neck braces etc. Now common sense has prevailed (at most clubs) and additional safety equipment is classed as kart, and not driver.
