I suppose because the drivers in the UK have become accustomed to using alternative ratios, eg low second gears for the hairpins, and its taken time to wean them off that. The new rule (which by the way was flagged up in the 2012 Gold Book) is designed to save money as they won't need to source alternative ratios. However it does mean that drivers having their winter rebuilds should ensure their ratios conform with the homologation papers. The rule was already used in the 2012 Super 4, and of course was already in the KZ1 class regs.
