All drivers at MSA meetings have to be a member of a club but they may be guests at your club.
When did the national team start?
Quite a few drivers have membership at more than one club and may also compete in national events (practice and race fees are usually cheaper for members).
If you really felt that drivers from other clubs (who also compete in national events) were being treated more favourably than your own club members then I hope you raised your concern with the CoC and have taken the trouble to write to your club committee.
