With protests, I believe that CoC investigates any incident reported by an official. If it was not seen then it is up to the driver/parent to lodge a protest and that involves putting down a fee which is refunded if you win your protest.
There have also been cases where the fee has been returned when the protest fails - maybe depends on the CoC agreeing that the protest was justified but could not be proven.
Without the fee many meetings would never get to the finals stage unless the club had loads of MSA CoC's /Stewards available.
If you do not penalise an 8 year old then what age do you start?
