Pretty sure you need a national A licence first and can then apply for an international C so long as you are over 13 years old. The International C is the most common for karting in WSK etc.

Moving from international C to B and A then requires certain results at qualifying meetings mif i remember correctly but a call to the MSA licence department would be the easiest way to confirm this.
