The plate 13/c/07 refers to the homologation approval for this tonykart/kosmic chassis. If you have the chassis number then it is possible that tonykart could give you an idea of when it was made.

The important point is the homologation date which, in this case, is the same year as the Zip Storm and as they are still allowed in MSA events then there is no reason why you should have problems.

To check on how long you can use the chassis you could call the technical department at the MSA or any tonykart dealer should be able to tell you.
