There would be a viable "youth development" programme if there were anywhere for them to go. Careers as a professional racing driver are as good as non-existent. Off the top of my head, I could think of perhaps 50-100 paid drivers (even that might be a challenge).
Contrast this with football, where we have four professional divisions in England/Wales alone, each consisting of 20-25 teams with 15-20 players (or more), with similar numbers in Spain, Italy, France and Germany and then less but still significant numbers in almost every other country throughout the world, and you'll recognise how irrelevant motor racing is.
