You can't do closed road racing in the uk without an act of parliament which the msa are lobbying for just now. Please go and sign their petition.
The only exception to this is the jim Clark rally which runs in the borders of Scotland each year and DOES HAVE THE ONLY ACT OF PARLIAMENT to allow closed road racing happen. It takes a lot organising and takes almost 500 marshals and officials to make it happen and mor importantly to keep it safe for both competitors and spectators.
