Precisely - there isn't really an interpretation to be had. That rule clearly states use the kerbs, but do not go beyond them. The outer side of the kerb is by definition, out of the circuit, therefore the part of the kerb that is furthest from the tarmac. IE at no point should you be using run offs, escape roads, grass, gravel traps whatever else you can think of. Simple for me! :)
