I blame the parents.

If your child wants to race karts, teach them how to safely and reprimand them if they do ram other karts or drive dangerously. Those parents that don't/won't do this do need officials to step in but you need to speak to your club about this rather than venting it on here.

And I don't think the email was insincere.
