The word 'contact' has been used because it is a current issue understood by most people, while I doubt that many of us have a grasp of all the 'non-technical' offences. I know I don't, though my understanding is that they are all behavioural offences rather than offences relating to issues with the kart/engine/ equipment.
So regularly leaving the track, not complying with flags, driving dangerously including the 'kerb' offences, abusive or unsporting behaviour, contact, blocking and so on. As you say, they don't all involve contact, though people who are regularly guilty of technical offences might also be seen as more likely to get into situations where contact is made.
