The 'holes' slots? are the keyways. The piece of keysteel that fits into the keyway is ... the key. Dependent on axle type and state of component keyway you could file an oversize key to fit. If you have progressed to a modern 50 mm axle you could get a new keyway milled . I would feel happier doing this on a hub keyway probably diametrically opposite existing one rather than a sprocket or brake keyway.
