'If the holes for the key have got too large not allowing the keyway to clip in but move in the holes, is it ok to re-drill the holes further round the axle?'

inmho, Yes, rotate the axle so that the old holes are out of the way, file the axle flat in the corresponding place and drill suitably spaced hole to allow the key to fit securely.
