Sounds like time to trade in Mum or send her for some motorsport counselling!
I would call Rissy, Shennington and Whilton to check on the age issue. If that is OK then just get him out on the Saturday of the race weekend. Everyone has to start somewhere and the more experienced lads will just pass him with no problem.
Llandow is a great place to practice as you can get loads of track time - just depends if they have corporate bookings.
