Russ - agree with your sentiments on this but it is a Shennington kart club issue and nothing to do with the MSA or ABKC.

This is from the Shennington website 2015 regulations:-

5.9. The championship winner in the class may not race in the class in the following year, unless permitted to remain at the absolute discretion of the SKRC committee. A driver who has been awarded a top ten number in the Super One Series anytime within the previous three years may not race in the class, unless with permission from the SKRC committee.
