Under the old system a driver could get points on their licence if a parent/guardian behaved very badly.
I believe (but could be wrong) that someone challenged if a minor could be held responsible for the actions of an adult.
The PG licence enables the adult to get points/fines etc without it impacting on the `minor' driver.
