If a marshal has seen an incident then it really helps the CoC - otherwise it is your driver's word against the other.
Maybe CoC's insist on the paperwork and money down for driver/parent reported incidents (where no marshal report) to ensure it is a serious report supported by witnesses.
The alternative could well be the CoC never leaving the office dealing with a string of `he did this - no I didn't' issues.
