I though it was because of a legal challenge that showed a child could not be held responsible for the actions of an adult.
Under the old system, if Dad (or Mum) was abusive to an official, driver, other parent etc then the child could get points on their licence.
Now the PG licence holder can be penalised and potentially banned.
The net result might be the same but it ticks the legal boxes.
I'm sure someone will correct me if this is wrong.
