When replacing the bolt consider using a different type.

I use a fence bolt, a domed head with a square section at the head of the shank or threaded portion, The head goes down the tube and the bung on that. when tighten the square section bits into the rubber and holds the bolt secure against turning

This leaves an ordinary thread protuding through the bumper, which can be secured with a simple hex nut with another nut screwed against it to lock. You may use a dome nut to protect the end of the thread form puncturing nose cones that ,ay make indelicate approaches.

You can also use an expanding taper, like a rawl bolt, and slice the bung in two. When tight the expansion of the taper will hold the rubber bung securely against the sides of the chassi tube, but when loosened off, the bung is free to move.

Like everything else on a kart, the bumper securing mechanism should be regularly operated, so that when inevitably it all goes wrong, you don't find the whole thing is rusted solid and unremovable before the next heat / final and a two minute job stretches into an hour.
