If I were you I would sit in the seat, get somebody to pull start it (get ready with your thumb on the kill switch.) Most new clutches drag when new, which would be my first thought. If it lurches forwards when you start it the clutch must be solid?? or your tick over is too high.
I'm assuming this contraption has a centrifugal clutch??
