I think it is just an unintended effect of the steering linkage normally used on a kart.
It happens on all karts with separate attachment points for the two track rods on the steering column 'spade' and probably to a lesser extent with single point attachment..
Some long circuit gearbox karts use rack and pinion steering which would eliminate the effect,but they also use lay down seats etc. which go against normal kart theory.
As you suggest you are not meant to use that much lock.
I was once told that the top drivers used the splayed out wheels to help slow the kart and keep the tyre temperatures up...??
