It is not helpful to portray IKR as being `unlicensed ebay racers' as most events are very well run and attended by dedicated racers who just want to get away from some of the rules and appeals processes that can disrupt the days fun.
This year SuperOne was run as IKR but I am quite certain that the behaviour in the original post would not have been tolerated. Then you have series like Club100 and the BUKC where you do not have these incidents although maybe it helps that do not run kids classes with parents that need controlling
