The theory on this is based around the thermal efficiency of heat engines. From the second law of thermodynamics and the Carnot theorem the MAXIMUM efficiency of a heat engine is equal to (or less than) 1 minus intake temp (ambient temp in degrees Kelvin) divided by exhaust temp (in Kelvin). Hence the maximum efficiency (ignoring all friction losses) of an engine with an intake temp of 20 deg C, and exhaust temp of 250 deg C is 44%. If the intake temp drops to 15 deg then the max efficiency increases to 45%.

So in general the lower the air/fuel intake temp (not solely fuel temp) and higher the exhaust temp the better, until your engine seizes!
