Partly because that's the Rotax's preferred choice!
If you buy a BNIB engine from JAG you'll get an 8.5mm carb in the box, so most people have one. If you want to experiment then you have to go out and buy a second hand or brand new 12.5.
Simple enough?

If that's not enough, 8.5's are reported to be better on tight, twisty tracks which most in the country are anyway!

IMHO of course.
