If its an older kart with no plastics and pre 1980, it may be eligible for 'historic racing' (try Googling retro, vintage or historic kart and you should find the relevant groups on the web.) They should be able to advise you whether it is classified as historic and where you may be able to test or race it (by the way, testing is kartspeak for what non-motorsports folks would call practising).
As itpro says, they may not be letting you run it for noise reasons, or it could be simply because its not a modern race chassis with the homolgated 'safety' plastic side pods and nose on it. I'm afraid it can get a little difficult finding places to run older and non-competition spec. karts.
