question about revs and power bands

think that my lads engine is well past a rebuild (comerw60) to be honest its flat as a fart for want of a better word! had no power at the weekend which got me thinking. aside from needing a rebuild.

i just have a couple of questions so if anyone can oblige id be greatful!

firstly ive heard people talking about being out of the powerband of an engine, does a comer have a powerband? (so to speak) by this i mean a rev range that the engine pulls best at.

if so iam i right in thinking that i must gear the kart so that i find this rev range as quick as posible to get the best performance out of it?

or am i talkin a load of bo@@£cks!

secondly ive havent actually paid attention to the revs when changing gearing, does adding a tooth lower the revs (or raise them)and by how much?

i ask this as i would like to know if taking this into consideration, would you adjust the carb settings to compensate for the change in revs?

sorry if this all sounds aload of tosh!
