Just in case anyone is searching and wants to know the end result...

I had created a vacuum; drilling a hole in the top of the catch tank has sorted this.

However, that wasn't the cause of the seize; the carb butterfly had detatched itself from the carb and wedged itself into the engine!!! I will shortly be thread-locking the butterfly screws on all of my carbs.

Fortunately, no damage to the barrel.
