There is a fibre washer under the float needle seat.
Just make sure that it has not been left out as it is very easy to lose, especially if it gets left behind when you remove the seat and blow the carb body out with an air line.
This alters the fuel height.
Also check the tab on the float arms.
This tab can get bent outwards and although everthing seems tickety boo when you check the carb with the bottom off, as you put the bottom on, the tab butts up againt the bottom and stops the floats from fully pushing the needle onto its seatas the fuel rises.
