Rules are rules just the same as being underweight, 100 cc or 100 g under are both against the regs so if you get caught its your risk. You can bet that the day you win will be the day you forgot to ensure there was the 1 litre of fuel left and you can be sure that this will be the one day in history that your club scruit decides to check your fuel.
