comer s60 overheating

I have been testing with my son in his old S60 engined cadet and we can not get the engine to run at a steady 200 degrees.It is steadily climbing to 250+ degrees and destroying plugs.We have tried turning the hi jet out to give more fuel but it makes no difference.I have changed the carb inlet gasket and i'm running it with 225ml Shell Racing M Oil to 5 litres super unleaded.Is there something I am missing.I'm concerned now that I will melt a piston if i cant sort this out soon!
