I've raced a lot at Cadet age in France and some in Spain and Andorra. We've also raced with others who have raced in Italy.
One thing is sure, their formula are all terrible when compared to the UK and their karting kids are not coming through as a result. Germany is said to be even worse.
I would argue with the need for a replacement for the venerable Comer engine in due course and it should give equal performance within 1/10th of a HP and sealed.
However in my opinion you will never get random drawn engines at high level cadet racing simply because the big teams won't be able to give any advantage to their cheque book racers.
